Combined Notification for Engagement of Apprentices under Apprentices Act, 1961 over Southern Railway for the year 2023-24

ONLINE applications are invited from eligible candidates for engagement of Apprentices for imparting training under the Apprentices Act, 1961 in the designated trades at various Divisions/Workshops/Units in the jurisdiction of Southern Railway for 2860 Slots. No other mode of submission is entertained.

Candidates residing in the following locations/areas falling within the Geographical Jurisdiction of Southern Railway alone are eligible to apply.

Whole State of Tamil Nadu.
Whole Union Territory of Puducherry.
Whole State of Kerala.
Whole Union Territories of Andaman & Nicobar and Lakshadweep Islands.
ONLY the two districts of Andhra Pradesh, namely, SPSR Nellore and Chittoor.
ONLY one district of Karnataka, namely, Dakshina Kannada.

Age Limit as on date of notification:-

The candidates should have completed 15 years of age and should not have completed 22/24 years for Freshers/Ex-ITI, MLT Respectively
The upper age is relaxable by 3 Years for OBC candidates, 5 Years for SC/ST candidates and 10 Years for Persons with disability (PwBD).
Minimum Academic/Technical Qualification as per the Apprentices Act 1961 for Freshers Category and their training period

(I) Definition of Disabilities:

a. Blindness: Blindness refers to a condition where a person suffers from any of the following conditions, namely
i. Total absence of sight; or
ii. Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses.
iii. Limitation of the field of vision subtending an angle of 20 degree or worse.

b. Low Vision: “Person with low vision” means a person with impairment of visual functioning even after treatment or standard refractive corrective but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device
c. Hearing impairment: ‘Hearing Impairment” means loss of sixty decibels or more in the better ear in the conversational range of frequencies. Hearing impairment would also include persons who are deaf & dumb.
d. Locomotor disability: “Locomotor disability” means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.
e. Cerebral palsy: “Cerebral palsy” means a group of non-progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the prenatal, peri-natal or infant period of development.
All the cases of orthopedically handicapped persons would be covered under the category of “Locomotor disability or Cerebral palsy”.

(II) Disability Certificate:

A physically handicapped person who wants to avail the benefit of reservation would have to submit disability certificate issued by the Central or State Government.

Economically Weaker Section (EWS):
In terms of Railway Board Letter No. 2019-E(SCT)-1/25/1 dated 07.02.2019 (RBE-21/2019), there is 10% reservation to EWS (Economically Weaker Section) candidates from their community (UR).

Processing fee (Non-Refundable) Rs.100/:-
A processing fee of Rs. 100/- + service charges as applicable (non-refundable) is to be paid through online mode. No application fee is required to be paid by SC/ST/PwBD/Women candidates.

Rate of Stipend
Stipend will be paid as per the directions of Railway Board’s circular RBE 202/2019 dated 26.11.2019 under the directives of Ministry of Skill Development and Entrepreneurship Notification dated 25th September 2019.

Criteria for preparing merit list in the selection:
Taking the average of the percentage of marks obtained by the candidates in both Matriculation [with minimum 50% aggregate marks] and ITI examination giving equal weightage to both.

Medical examination:
Selected candidates shall have to bring Medical Certificate at the time of document verification in the prescribed format as per Apprentices Act, 1961 and Para 4 of Apprenticeship Rules, 1992(as amended from time to time).
The Medical Certificate should be signed by Government Authorized Doctor (Gaz.), not below the rank of Asst. Surgeon of Central / State Government Hospital in terms Railway Board’s letter no E(MPP)/2009/6/14 dated 04.12.2018.

Engagement & Contract:

The selected candidates shall be engaged in the unit of their choice subject to the extent of vacancies and they may have to be engaged in other units coming under the jurisdiction if so warranted by the administrative requirement

The selected ITI/Non-ITI (Freshers) candidates have to execute a contract of apprenticeship under the Apprentices Act-1961 and if such candidate is minor his Guardian can execute the prescribed contract as per the guidelines of Regional Directorate of Skill Development & Entrepreneurship Guindy/Chennai

Note to Candidates:

Candidates are advised to get themselves registered and obtain registration number from Regional Directorate of Skill Development & Entrepreneurship Guindy/Chennai (Web site address: https://www.apprenticeshipindia.gov.in) and keep it ready with them.

The candidate has to upload all his documents such as SSLC Mark Sheet, NCVT/SCVT Certificate, Community Certificate, Certificate in case of EWS and Medical Certificate in the portal separately in the prescribed format enclosed as Annexures while applying for Apprenticeship in Railways.

Candidates shall not be permitted to start Apprenticeship without Apprentice registration number. Ensure to enter the details while generating Apprentice registration number as the same will reflect in the final certificate issued by Ministry of Skill Development and Entrepreneurship on course completion.

There is No Guarantee of Employment and their contract of apprenticeship will be terminated on completion training.

All communication from the Administration will be sent by e-mail only and Candidates will be called for Certificate Verification Purpose/Selected/Stand- Bye List which will be uploaded in Southern Railway Website. Candidates should maintain the same e-mail ID till the selection is completed and the Administration will not be responsible for non-receipt of communication due to change in e-mail ID. Frequent monitoring of Email/Visiting Southern Railway website is the sole responsibility of the Candidates.
